I have a PO in Buena Vista, PA. The GNIS number is #2027118 and is marked Historical in GNIS. The PO does exist, per USPS and phone conversation with the PO. My question is wether the GNIS # is still valid? Or should it be left blank.

My rule of thumb is: if your most current information says that a point still valid then you should go ahead and should edit it. Since you have information that proves that this PO still in operation, this point should be edited.

Sorry, I misread your question. In this case you can create a new point and leave the GNIS number blank.
