Mount Vernon Ohio has several parks that have no GNIS feature number. how can we add those parks to have those numbers created.

Parks are not features collected by The National Map Corps, but you can submit a proposal to the Board on Geographic Names (https://geonames.usgs.gov/domestic/faqs.htm).
