Since we cannot get the historical topo layer at this time, can someone suggest an alternative source for this?

Or https://karte.co/ . See basemap options on the upper right. If you choose to log in to the site with a Google ID you'll be able to save POIs for future reference.

Excellent question! Unfortunately the historical topo layer is no longer being supported, but we are working to replace the layer. Until then, try accessing the historical maps here: https://ngmdb.usgs.gov/maps/TopoView/. link text
