According to their website (http://www.rossfirepolice.org/pennsylvania-fire-police-law/), the Fire Police appear to act in more of a law enforcement capacity at fire scenes (as well as other events, as you mentioned) to "facilitate and prevent interference with the work of firemen in extinguishing fires." They have "full power to regulate traffic and keep crowds under control," but I see no mention of them actually performing the functions of firefighters. They also operate "under the direction and authority of the Ross Township Police Department." So labeling station 254 as "Police" would probably be most appropriate.
